ABSTRACT
Constantine reformed the government of the empire through a combination of progressive developments within existing institutions and one radical step, the foundation of Constantinople. So too it was through a combination of small, progressive steps within traditional institutions, and increasingly radical steps within a new one – the Christian church – that Constantine reshaped the intellectual landscape of his realm.
