The ancient sense of England

Whenever constitutional change on the basis of identity or territory has been mooted or achieved, the elusive English question has usually been left unresolved. Indeed for centuries people of both a poetical and a practical disposition in England have had an ancient sense of England, but until recently have not recognised that there is ‘an English question’ in constitutional terms.
