ABSTRACT
It is perhaps not too far fetched to compare the structure plan with the dignified parts and development control with the efficient parts of planning…and it is in this sense that development control comes into its own, not as the means of implementing some ‘dignified’ plan, but as an ‘efficient’ means of legitimating change in the environment.
