ABSTRACT
The previous chapter examined the range of values and attitudes within what might be loosely termed a ‘national policy culture’. Evidently this is merely half the story: what happens in practice on the ground can be far removed from more strategic, perhaps even esoteric, discussions of value. There is evidently a different set of considerations in force when decisions are taken locally, the gritty realism of determining planning applications.
