ABSTRACT

Transport planning within the city aims to ensure maximum efficiency in terms

of the movement of people and goods, and it has long been recognised that an

efficient transport network is vital to the city’s economic success. Increased

awareness of the negative consequences of transport developments has

brought into much sharper focus the tensions that exist between promoting

physical development and enhancing environmental quality, with such issues as

traffic congestion lying at the heart of the urban management challenge. Indeed,

there is no simple solution to the problem of how to ensure access to and circu-

lation within the urban core whilst creating and maintaining an attractive envi-

ronment. Whilst over the last few decades government transport policy has

served to reinforce a preference for private travel and movement of goods by

road, there is now a growing awareness of the social, economic and environ-

mental costs of such a focus.
