ABSTRACT
It is an unfortunate fact that in the recent past, the British planning system has become (either rightly or wrongly) associated with deals made behind closed doors (Figure 12.1). Thus a widely held perception exists that developers can ‘buy’ planning permissions, and that local communities – who must live with (and in) the places planners and developers create – have been shut out of much of the process.
