ABSTRACT
The BALLADUR PLAN was a proposal advanced by Edouard Balladur, then French Prime Minister, and adopted by the European Communities in 1994, for the construction of a framework for bilateral treaties among East European countries that would reduce the possibility of tension and issues within and between states from deteriorating into violence and armed conflict.
