ABSTRACT
The recent flurry of interest from the EU countries in the states of the southern Mediterranean coast might give the casual observer the impression that Europe has only recently discovered North Africa. Intense French interest in the region, the Mediterranean summit in Barcelona in November 1995 and the EU’s proposals for a Euro-Mediterranean Economic Area suggest a growing interest and involvement between the two shores of the Mediterranean Sea.
