ABSTRACT

As we have already noted, there have been substantial changes in advisory/ inspectorate teams in recent months, which take account of the criticisms of the service made by the Audit Commission (1989b) and the NFER study (Stillman and Grant, 1989). It is possible that this is only the beginning of much larger changes. As the EMIE study (Dean, 1991b) showed, some LEAs are not only separating the advisory from the inspectorial function but are making the advisory part of the work something to be bought in by schools and colleges which are being given the money formerly spent on advisers or advisory teachers. This pressure to give all the money to establishments is also likely to reduce substantially the numbers of advisory teachers at a time when the original grants are running out. These changes will take time to absorb.
