ABSTRACT

Heroin is more addictive and more damaging than cocaine. It is produced by processing opium poppies—tentons of opium produces one ton of heroin. There have at last been a few encouraging developments. In Britain, for example, the number of new addicts registering with the authorities has declined and heroin seizures have fallen. Nevertheless, not too much weight should be given to this as not all addicts register and the seizures are only a small percentage of the drugs actually smuggled into Britain.
