ABSTRACT

Because such students pay fees that are often substantially higher than those paid by ‘home’ students, a lucrative market has developed which has been eagerly tapped by cash-strapped higher education institutions in the major providers of doctoral education. While, at least before 9/11, the United States remained the most rapidly-growing share of this market, other major players have emerged, in particular Australia and the UK, while other West European countries have also begun recruiting actively overseas.
