ABSTRACT

We have concentrated so far on key components of the tripartite relationship between tenants, housing managers and councillors. We have examined the attitudes and objectives of the three parties individually and this chapter aims to provide a framework for examining the relationship between them. Therefore, the focus is on assessing the impact tenant participation has on the relationships between tenants, councillors and housing managers. In particular, what impact does it have on the relative power of the three parties; and does it empower tenants? Power is a key concept in any relationship, and so it is to the literature on power that we look for an analytical framework.
