ABSTRACT
HE is found in all developed countries and the international market-place is becoming more and more competitive. The Organisation for Economic Co-operation and Development (OECD), which consists of 30 members with well-developed economies, has undertaken comparative studies on various aspects of HE. These include comparative studies on funding and also on participation and completion rates. The latter are interesting as they affect the efficiency of HE in member countries.
