ABSTRACT
This involves payments by students (or their parents or employers) for educational provision. Currently, HEIs already have discretion over the level of fees they will charge to post-graduate students and overseas students. Hence the debate about student fees concerns domestic UG students (including those from EU countries). Three different models can be envisaged:
fixed UG student top-up fees; variable but controlled UG student top-up fees; de-regulated UG student fees.
