Public funding aspects of variable top-up fees

As has already been described in the book the main points of the top-up fee proposals can be summarised as:

HEIs can charge top-up fees to domestic undergraduate students up to a limit of £3,000;

students will not pay these fees ‘up front’ but their accumulated fees will be recovered over a period of years once they are earning over the threshold limit.
