ABSTRACT
The final links in the very long chain of command in education are teachers, most of whom feel themselves to be light years away from the Prime Minister’s policy unit at the top of the triangle.The result of the wheeze factory’s command and control structure is that the people who eventually have to do the job of teaching children on a daily basis must be ‘managed’.
