Government ministries are making significant efforts to create a ‘joinedup‘approach to social exclusion, urban regeneration and child poverty. Ministers, however, sometimes grow frustrated at the lack of progress at the grass roots and Blair has talked about ‘banishing the pervasive culture of conservatism in local government’.
