ABSTRACT
The value of an audit by a questionnaire set against the programme of study is that it gives quick and clear evidence of where the school is in relation to the listed learning outcomes, particularly the knowledge outcomes. Some kind of audit of this sort is clearly necessary. However, audit sheets can easily foster the tick-box mentality in which we lose the big idea behind citizenship education. They can also reinforce past practice rather than open up new possibilities.
