ABSTRACT

Citizenship education requires that the gap between the pastoral and academic life of the school is bridged. In terms of citizenship education we have thought of this as the bridge between the citizen and the learning communities of the school. The word ‘academic’ is too narrow to encompass the full meaning of ‘learning’ as used in this book, and the word ‘pastoral’ suggests care for students rather than care by students. This emphasis is also too narrowly personal and does not take on board the idea of school as a civil community with a role to play beyond its gates.
