ABSTRACT

In striving to improve access, to reduce costs and to improve the quality of education and training, evaluation is vital. New educational technologies, along with new uses of existing ones, are being employed to improve both access and quality. Effort is being put into projects that use knowledge media to supplement or replace face-to-face classroom tuition and to facilitate distance learning. Are the anticipated benefits realized and are the benefits worth the effort? Systematic evaluation can help to answer this question.
