ABSTRACT
During the Labour Party’s and the SPD’s long periods in opposition, both parties engaged in considerable change and reform of institutional procedures, as well as change in fundamental policy positions. This chapter looks at the most important institutional changes that took place within the parties and then assesses party actors’ interpretations and evaluations of policy processes in order to establish in a comparative way whether common patterns, perceptions and actions can be identified.
