ABSTRACT
LEA control of 16-19 provision sometimes acted as a brake on institutions’ legitimate aspirations for development and growth, and this situation undoubtedly contributed to the authorities’ undoing. However, LEA strategic planning of 16-19 education ensured a balance of courses in each region and established local systems and strategies that required schools and colleges to cooperate for the benefit of students.
