ABSTRACT
When the Conservative Party won three decisive electoral victories-in 1979, 1983 and 1987-it did not waste the opportunity to undermine the nearmonopoly role of local authorities as providers of rented housing and to extend the opportunities for privatisation and home ownership. It opened up to the winds of competition many sectors of public or publicly sponsored activity, including housing associations.
