Housing has long dominated domestic politics in Europe. It is not only a fundamental human need, but also visibly reflects social progress and individual status within the society. It is strongly linked with urban tensions and disorder (Scarman 1986), and because it is so central to the life and wellbeing of any community, governments tend to intervene when for any reason housing systems break down.
