ABSTRACT

Although urban policy is about achieving changes that benefit the welfare of local populations, it will not be able to fulfil this purpose if people cannot voice their needs or take action to win change themselves. This chapter describes how community development has assisted with this process by bringing the many different interests represented within multi-racial and multi-cultural communities into the co-ordination and planning of services. It reviews the different aspects of community development, its aims and methods. It considers its role in the local public sector, from individual projects to corporate strategies, and concludes by assessing its future as an approach to urban policy.
