ABSTRACT
The Education (School Teacher Appraisal) Regulations (HMSO, 1991) were not open to parliamentary debate: the Education (No.2) Act of 1986 gave the Secretary of State powers to make these regulations ‘after consulting…such associations of local authorities and representatives of teachers as appeared to be concerned’.
