ABSTRACT
A theory of internationalism will be outlined in this chapter. The internationalists’ problem is to show that peace and security can be obtained by law, organization, exchange, and communication in spite of the fact that the international system is presumed to remain one of independent states. The object of this chapter is to outline an argument that plausibly justifies the belief that this will work, that is, a plausible theory linking means to ends as causes to effects.
