ABSTRACT

Democracy is diminished if citizens do not possess genuine equality of access to political rights and freedoms and the law. Equal access to such democratic rights is the cornerstone of political equality-one of the two basic principles on which the Democratic Audit’s scrutiny of democracy in the UK is based. The more equal the access to democratic rights, the more democratic a country will be; the greater the inequality, the less democratic it is. As such, equality and equal access to democratic rights are fundamental to modern representative democracy.
