ABSTRACT
The reforms I have set out will transform our politics. They will re-draw the boundaries between what is done in the name of the people and what is done by the people themselves. They will create a new relationship between government and the people, based on trust, freedom, choice and responsibility…they are deeply political reforms because they are concerned with the essence of our democracy and how people can exercise power in our society.
