ABSTRACT

The bibliography is divided into a section for published books and articles, and a section for government and other official publications. Except where explicitly stated, the place of publication of books cited is London. In cases where we have followed up references to books, government publications or law cases in secondary sources, we have checked the original source and cited that rather than the secondary source, which we also cite generally. For government papers, we have tried to operate as follows: first, we cite the place of origin of departmental and agency reports (e.g. the Cabinet Office) rather than the title; second, select committee and parliamentary reports are identified first in simplified form by the committee or agency (e.g. Procedure Committee for the Select Committee on Procedure); third, other official reports either take the name of the committee or body making the report, or the name of the chairperson when that committee or body is most commonly identified by that name (e.g. we cite the reports of the Committee on Standards in Public Life under the name of its first chairman, Lord Nolan).
