ABSTRACT
Fundamental forces, such as technological change, drive globalization. It implies an increased interdependence of the national economies and causes a decreased capacity of national governments to deal with problems. Indeed due to globalization they have lost a number of their instruments while some of their remaining instruments have lost their effectiveness. In the next section we describe these phenomena and argue that to recover collectively what has been lost individually national governments have to create international institutions.
