The nature of official development assistance has changed since the 1950s and 1960s, when many colonies emerged as the poor countries of the develop-ing world. The population of the rich countries has not grown much in the last four decades, while that of many developing countries has at least doubled. Thus if the membership of donor and recipient countries stays the same there will be less to go round as the share of total world population in the rich countries dimin-ishes.
