ABSTRACT

Industry is the greatest single contributor to pollution of the environment in Western and Central Europe. Given the high density of population over much of the region, the heavy use of fossil fuels and chemicals, and the production of massive quantities of waste, it is not surprising that pollution of the environment has become a major issue and concern, often at the transnational level. Many regulations and much advice on acceptable practices have been proposed at both EU and national level, but on account of the cost and difficulty of monitoring and measuring pollution, and of enforcing sanctions and penalties on offenders, many environmental problems remain.
