In this changing world, the Athenian bourgeoisie seems to have prolonged the old dream of the autonomous city state. However, civic solidarity was dissolving and the gulf between rich and poor was widening. While important political decisions were made elsewhere by the all-powerful kings of Macedonia, a small group of landowners controlled municipal life, constructed public buildings and organised the festivals. It was for these people that Menander wrote his plays.
