ABSTRACT

Mobility and accessibility are two very similar concepts attracting similar policies, but they need to be clearly distinguished. Accessibility applies to places, identified either by their geographical location or by the activities taking place there. Mobility is concerned with people, either as individuals or as groups, their mobility being defined by the range of places and functions which they perceive to be accessible. Personal mobility is constrained by available time and money, by physical abilities, and by the extent and nature of the transport system. Accessibility concerns locations, and it too depends on the nature of the transport system within which they are located, the available terminal facilities (including car-parks, bus-stops and stations), and the services provided through the system.
