ABSTRACT
With the onset of the Great Depression, some of the leading welfare capitalists attempted to live up to their rhetoric. Some developed social welfare programs to cushion the blows to their unemployed and underemployed workers. Others even provided a modicum of direct aid for their unemployed workers.
