ABSTRACT
For almost twenty years, the question of economic development has been a priority of the scholars of social sciences.1 This phenomenon was closely followed by the growing conviction that the surest instrument for acceleration was planning, and the idea of planning development attracted wide attention not only in the developed countries of the Western world, but also in the environment of the developing nations.
