ABSTRACT
Within the context of the impact of environmental deregulation on competitiveness, it is important to consider the different positions of large firms and small and medium-sized enterprises (SMEs). Following Brusco, Bertossi and Cottica (1996), it is suggested that firms are playing the game of competition on two different chessboards: the policy arena and the competitive arena.
