ABSTRACT
In recent years, the costs and benefits of environmental protection measures have come under increased scrutiny, in particular in relation to their impact on industrial competitiveness. Deregulation of environmental policy has been suggested by some as one of the ways to increase competitiveness, while at the same time others have argued to the contrary, namely, that environmental regulation actually enhances competitiveness.
