Regulating exports of hazardous chemicals: The EU's external chemical safety policy

Over the past decade, the ED has succeeded in developing an external chemical safety policy and in asserting its role as a major acror in the global debate on trade in banned and severely restricted chemicals. This chapter analyses the development of this policy, and its dependence on the internal dynamics of EU law-making as well as upon ED relations with third countries.
