ABSTRACT

The last chapter criticized the ‘ownership’ explanation of the weak execution of donor policy conditions on the grounds that it was not set within a model of government. Insofar as there is a model, it appears to refer to the motivations of individual actors in the policy process. When they identify with a measure, regard it as their own, ministers and their officials will be keen to implement it. But when it is perceived as imposed from outside, sulkiness will pervade, there will be resentment, foot-dragging, sabotage and back-sliding.
