ABSTRACT
Chapter 5 has led us to expect donor and recipient objectives to differ and that recipient governments will therefore often be reluctant to execute some of the donors’ policy stipulations. Given such ‘participation constraints’, the question we turn to now is whether donors are able to put in place a system of rewards sufficient to overcome this constraint.
