ABSTRACT

There are various threads woven into the ensuing narrative. The story of a sustained campaign—a story composed of its own multi-coloured strands, depicting the efforts of individuals, and of corporate strategies and tactics— is but one such thread. Another has to do with the way in which this campaign can be seen as illustrating the work of a pressure group, pursuing various ends—sometimes on its own, sometimes with others—on that unclaimed territory beyond the formal realm of government. Yet other threads are interwoven within the wider tapestries of developments in modern planning and the whole story of postwar social and political change. Each of these threads is picked out to distinguish rather than to disentangle it from the basic fabric and to show how it inter-relates with the rest.
