ABSTRACT
The Assessment of Special Public Services Shall not Be Left Up to Chief Decurions. Governors of the Provinces Will Be Required to Perform This Assessment Themselves, and in Their Own Hands Compile the Lists and Annex the Names, Observing the General Rule That the Services Allotted Shall Be Performed First By Those of Highest Property Rank, and Then By Those of Middle and Lowest Station.
