This case study is a good illustration of the policy research challenges
posed by a social program with broad, long-term goals and objectives.’
How can policy researchers evaluate the effectiveness of such a program
in the present? In this case, policy research focused on proximate indica
tors of program success and effectiveness, using primarily qualitative data
collection and analysis techniques.
