ABSTRACT
This chapter explores the role of several multilateral organizations in the configuration of a unified agenda to reform higher education in Latin America. Our main interest is to document the principal policies and strategies that these agencies advocate in order to transform Latin America’s higher education systems. A central purpose of the chapter is to identify both similarities and divergences in the approaches to policy design and implementation that are being used by the multilateral agencies participating in the ongoing debates.
