ABSTRACT
The debate over climate initially found itself in the lee of the ozone controversy. Important actors in the ozone debate are also active in the climate debate. Above all, they drew three lessons from the ozone case that they applied to the negotiation process regarding climate: standardisation of scientific results, technical indicators for the solution of the problem, and the institutional separation of the framework agreement from the catalogue of measures taken (protocol).
