ABSTRACT
Generally there is a large range of options for every development whether a simple building, a district or settlement; one of which may be ‘no action’. As explained earlier (Chapter 2) resources are almost always limited if only because they have alternative uses. It is, therefore, rational to select the alternative which makes the best use of the resources, that is which gives the best value for money (Chapters 11 and 12).
