ABSTRACT

Throughout the major part of this book the principal object has been to described how the Local Authority can arrange its contracts and manage its contractors. There are many who would say, however: ‘That is not the main problem. Tell us how we can manage without private contractors. Tell us how we can win all the work for ourselves in order to preserve our Direct Labour Organizations at full strength and so continue to maintain our grounds in the way that we always have done.’ It is time now to deal with this problem and to see if there is any way that such ends can be assured.
