ABSTRACT
Until the 1980s, hosting major sporting events such as the Olympics was thought of as a financial and administrative burden to the organising city and country. This view was confirmed by Montreal’s loss of £692 million in the staging of the 1976 summer Olympics. The previous summer Olympics in Munich in 1972 made a loss of £178 million.
